ჯგუფი “გამოუვალი მდგომარეობა” კოორდინირებული დისკრედიტაციის კამპანიის სამიზნე გახდა მას შემდეგ, რაც მონაწილეობა მიიღო ევროპის დღის აღნიშვნაში, რომელიც საქართველოში ევროკავშირის წარმომადგენლობის ორგანიზებით გაიმართა. დისკრედიტაციული გზავნილები ვრცელდებოდა თავად საქართველოში ევროკავშირის წარმომადგენლობისა და ევროკავშირის ელჩის მისამართითაც. მთავარი წყარო პროსამთავრობო მედია და ასევე, ‘ქართულ ოცნებასთან” დაკავშირებული პირები იყვნენ.
ევროპის დღე წელს 10 ოქტომბერს, კახეთში, მეღვინეობა “მოსმიერში” აღინიშნა. ღონისძიებას ესწრებოდნენ ევროკავშირის წევრი ქვეყნების ელჩები, დიპლომატიური მისიების თანამშრომლები, ევროკავშირის მიერ დაფინანსებული პროექტების წარმომადგენლები და ადგილობრივი მოსახლეობა. საქართველოს ხელისუფლების წარმომადგენლები ღონისძიებას არ დასწრებიან. ევროპის დღე მრვალფეროვან ღონისძიებებს მოიცავდა და ჯგუფ “გამოუვალი მდგომარეობის” კონცერტით დასრულდა.
10-12 ოქტომბერს, ამ ღონისძიებას, დისკრედიტაციის კოორდინირებული კამპანია მოჰყვა “ქართული ოცნების”, პროსამთავრობო მედიისა და მათთან დაკავშირებული პირების მხრიდან. ამ კამპანიით, ჯგუფი “გამოუვალი მდგომარეობა” დაადანაშაულეს ხელისუფლების მხარდამჭერების შეურაცხყოფაში, პაველ ჰერჩინსკი კი დიპლომატიური ნეიტრალიტეტის დარღვევაში. ასევე, ევროპის დღის ღონისძიება ხელისუფლების წინააღმდეგ მიმართულ პოლიტიკურ აქციად შეაფასეს.
- “ღმერთმა შეარგოს ცეკვა და მოლხენა. მადლობას არ ვითხოვთ. უბრალოდ გაიაზროს, რომ მისთვის რომ დაგვეჯერებინა, ალბათ, ევროკავშირის ელჩიც არ იქნებოდა საქართველოში, ევაკუირებული იქნებოდა, – განაცხადა საქართველოს პარლამენტის თავმჯდომარემ შალვა პაპუაშვილმა.
- „ზედიზედ მეორედ მიიწვიეს ისეთი შემსრულებელი, რომელიც გამოირჩევა ჩვენი მხარდამჭერების მიმართ შეურაცხმყოფელი განცხადებებით, რაც ძალიან სამწუხაროა, – ეს განცხადება პრემიერ-მინისტრს, ირაკლი კობახიძეს ეკუთვნის. (“ოლე – ოლა” საპროტესტო სიმღერაა და ის “ქართულ ოცნებას” განსაკუთრებით აღიზიანებს”.
- “ყველაფერი ვიცით, ვინ რას წარმოადგენს და საიდან იმართებიან, – ასე უპასუხა თბილისის მერმა, კახა კალაძემ სამტავრობო მედიის ჟურნალისტის მხრიდან „ევროპის დღე 2026“-ზე ჯგუფ „გამოუვალი მდგომარეობის“ მონაწილეობასთან დაკავშირებით დასმულ შეკითხვას.
- “როცა საზოგადოების მაგინებელ მომღერლებს ფულს უხდი და ახალისებ, მიდიხარ და ეუბნები, რომ თურმე მილიონობით ადამიანის გინება – თუნდაც სიმღერით – მაღალი ხელოვნებაა… ამხელა რანგის ადამიანი, პირდაპირი გაგებით, ტინგიცობ ამ მაგინებელი ადამიანების კონცერტზე – რა თქმა უნდა, ამას არ გაატარებს ქართული საზოგადოება”, – ეს განცხადება ფსევდო ოპოზიციის, “ხალხის ძალის” დეპუტატს, გურამ მაჭარაშვილს ეკუთვნის.
- “სიმბოლურია ამ ჯგუფის მიწვევა, რადგან „მდგომარეობა, რომელშიც ჰერჩინსკი და მისი უფროსები არიან, ნამდვილად გამოუვალია“ – ეს კი პარტიის „ერთიანი ნეიტრალური საქართველო“ს აღმასრულებელი მდივნის, ვატო შაქარიშვილის პოსტია სოციალურ ქსელში. ეს გზავნილი რამდენჯერმე განმეორდა “ქართულ ოცნებასთან” დაკავშირებული პირების პოსტებში.
- “ევროკავშირის წარმომადგენლობამ თავის ღონისძიებაზე მაინცდამაინც “გამოუვალი მდგომარეობა” რომ მიიწვია, ეს ხომ უბრალო მუსიკალური არჩევანი არ არის?.. მართლაც რომ გამოუვალ მდგომარეობაში არიან”, – დაწერა სოციალურ ქსელში პროპაგანდისტული მედია POSTV-ის თანამშრომელმა ლიზა გეგეჭკორმა.
ეს განცხადებები, ორი დღის განმავლობაში ვრცელდებოდა პროსამთავრობო მედიებში.
ეს არ არის პირველი შემთხვევა, როდესაც მმართველ პარტიასტან დაკავშირებული აქტორები პროტესტში ჩართული ხელოვანების, ასევე, დასავლური ინსტიტუტების დისკრედიტაციას ცდილობენ. ცოტა ხნის წინ, ამგვარი კოორდინირებული თავდასხმის სამიზნე იყო მუსიკოსი ალექსანდრე კორძაია, რომელიც, იძულებლი გახდა ჩაეშალა დაგეგმილი კონცერტი.
საპროტესტო აქციების მონაწილე, სინდისის პატიმარ რეზო კიკნაძის განცხადებით, პენიტენციური დაწესებულებიდან აღარ შეუძლია დედასთან დარეკვა, რადგან “ციხემ ეს მას აუკრძალა”. პატიმარი წერს, რომ სავარაუდოდ, ზარების უფლება შეუზღუდეს მას შემდეგ, რაც პატიმარ გიორგი დავითაძეს, რომელიც ციხეში მის მიმართ არასათანადო მოპყრობასა და გაუპატიურებაზე საუბრობს, მხარდაჭერა გამოუცხადა.
“ციხემ დაბლოკა დედაჩემის და იმ ორი ყველაზე ახლობლის ნომერი, ვისთანაც ვრეკავდი ყოველ ჯერზე. ბოლო ორი თვე ზარების გარეშე დამტოვეს. მიზეზი არ ვიცი. სავარაუდოდ, ვოისი რომ ჩავწერე დავითაძის მხარდასაჭერად, ეგ უნდა იყოს ამ უმსგავსობის სათავე. დედაჩემის ნომერს რას ერჩოდნენ? სულ გარეკეს, მგონი”, – წერს პატიმარი ციხიდან.
პენიტენციურ სამსახურში აცხადებენ, რომ პატიმარ რეზო კიკნაძეს ზარებზე “არანაირი შეზღუდვა არ აქვს. დაუბრკოლებლად შეუძლია დარეკვა, სადაც უნდა”. მათი თქმით, მსჯავრდებულს შეუძლია გამოითხოვოს და გაასაჯაროოს მისი სატელეფონო საუბრების ამონაწერი, „საიდანაც ნათლად გამოჩნდება, როდის აქვს ბოლოს სატელეფონო ზარი განხორციელებული“.
სამოქალაქო აქტივისტი ვასო ბერიძე, ორი ათასი ლარით დააჯარიმეს, სოციალურ ქსელ Facebook-ში გამოქვეყნებული პოსტის გამო. გადაწყვეტილება თბილისის საქალაქო სასამართლოს მოსამართლე ზვიად ცეკვავამ მიიღო.
შინაგან საქმეთა სამინისტრომ აქტივისტის წინააღმდეგ საქმის წარმოება დაიწყო პოსტის გამო, რომელშიც ვასო ბერიძე აჭარის საზოგადოებრივი მაუწყებლის ტელეწამყვანს, ვახო ხუზმიაშვილს მიმართავდა. უწყებამ ეს პოსტი შეურაცხმყოფელად მიიჩნია.
ადმინისტრაციულ სამართალდარღვევათა კოდექსის 166-ე მუხლის პირველი ნაწილი, რომლის დარღვევის საბაბითაც დაეკისრა ვასო ბერიძეს ჯარიმა, სახდელის სახით 500-დან 3000 ლარამდე ჯარიმას ან 20 დღემდე ადმინისტრაციულ პატიმრობას ითვალისწინებს.
ეს ვასო ბერიძის დაჯარიმების მეორე შემთხვევაა. აქტივისტი სასამართლომ პირველად 2026 წლის 28 ივლისს დააჯარიმა, თბილისის საკრებულოსთან გამართულ აქციაზე დაკავების შემდეგ. მოსამართლე თორნიკე კაპანაძემ მას 5000 ლარის ოდენობით ჯარიმა დააკისრა.
ვასო ბერიძის საქმე უკავშირდება სოციალურ ქსელში გამოქვეყნებული კომენტარების გამო დაწყებულ ადმინისტრაციულ წარმოებებს, რომლებიც შსს-ში ახლად შექმნილი „სიძულვილის ენის წინააღმდეგ ბრძოლის სამმართველოს“ პრაქტიკის ნაწილია. აღნიშნული სამმართველოს მიერ დაწყებული ადმინისტრაციული წარმოებების ფარგლებში, საქართველოში უკვე ასობით ადამიანი დააჯარიმეს. ათობით ადამიანს კი ადმინისტრაციული პატიმრობები შეუფარდეს.
სამოქალაქო აქტივისტი, შშმ პირი, დუტა ჯავახიშვილი, თბილისის საქალაქო სასამართლოს მოსამართლე კობა ჩაგუნავამ 5 000 ლარით დააჯარიმა, 26 მაისის აქციაზე კვამლის გაშვების გამო.
დუტა ჯავახიშვილი,სამართალდამრღვევად ცნეს ადმინისტრაციულ სამართალდარღვევათა კოდექსის 174-ე პრიმა მუხლის მე-9 ნაწილით. აღნიშნული მუხლი სასჯელის სახით 60 დღემდე ადმინისტრაციულ პატიმრობას ითვალისწინებს.ვინაიდან დუტა ჯავახიშვილს შშმ პირის სტატუსი აქვს, სასამართლომ მას პატიმრობის სანაცვლოდ ფინანსური სანქცია – ჯარიმა დააკისრა.
სამოქალაქო აქტივისტის თქმით, ამგვარი გადაწყვეტილებებით, სახელმწიფო შშმ პირებზე “რეპრესიებს ახორციელებს”.
Civic activist Gota Chanturia writes on social media that comedian Davit Rostomashvili is suing him for defamation in Zestaponi Court. The comedian is disputing the activist’s use of the word “loan shark” in reference to him.
Gota Chanturia learned about the lawsuit from a Rustavi 2 journalist, who contacted him for comment. This happened after his movement, the Social Democrats, applied for registration as a political party. The activist links the legal dispute to this fact.
According to Chanturia, the case concerns the construction of a petrol station by Davit Rostomashvili in Terjola, which local residents are protesting. The activist writes that after local residents contacted them, they visited the site and prepared video material. It is in this video that the activist uses the word “loan shark.”
“I asked around in many places and many people confirmed his links to loan-sharking. Some may be ready to speak publicly, others may not. You may also have this information and know about it, as it is so widely known. If nothing else, I think it can be easily checked in the registry. Of course, I link this to our political activity and the transformation of the movement into a party. Otherwise, why would Davit Rostomashvili want the whole country to talk about his activities again?” the activist writes.
Speaker of the Parliament of Georgia Shalva Papuashvili referred to the NGO sector as an enemy of Georgia, and described the pro-European protest rallies as anti-Georgian rallies.
“Find out who funded this specific anti-Georgian rally, who gave money to GYLA and Baia Pataraia — as soon as you find the source of the money, you will see who is hostile to Georgia!” Parliament Speaker Shalva Papuashvili made this statement in response to the OSCE conference held in Warsaw, which was attended by Tamar Oniani, head of the Georgian Young Lawyers’ Association, and Baia Pataraia, head of Sapari. Baia Pataraia attended the meeting with a protest banner.
OSCE participating States responded to the incident. They reminded Shalva Papuashvili of the code of conduct of participating States. “We are concerned by comments made regarding the participation of Georgian civil society representatives in this conference, as well as by reports received from various human rights defenders participating in the Warsaw Human Dimension Conference. We once again emphasize the importance of safe participation in OSCE events, free from any retaliation,” said the representative of Switzerland, the OSCE Chairpersonship.
The Georgian Young Lawyers’ Association (GYLA) reports interference with the work of the organization’s lawyer in a penitentiary institution. According to GYLA, lawyer Jumber Katamadze was at Rustavi No. 6 Penitentiary Institution to meet with prisoner Giorgi Davitadze. After the meeting, he was not allowed to take out the notes he had made during the meeting, was held for several hours, and was able to leave the institution only after tearing up his own notes.
In the organization’s assessment, the incident constitutes interference with the lawyer’s professional activities and obstructs GYLA’s ability to provide legal protection to its beneficiary. GYLA calls for an investigation into the incident.
The Georgian Bar Association assessed the incident as interference with lawyers’ professional activities and called on the investigative authorities to investigate the matter. “Under the constitutional guarantee, the effective exercise of the right to defence entails ensuring free and confidential communication between a lawyer and a client, including guarantees for the protection of information and documentation obtained or created by the lawyer for the purpose of protecting the client’s interests,” the Association said in its statement.
Giorgi Davitadze is a convicted prisoner who accuses employees of Rustavi No. 6 Penitentiary Institution of sexual violence. The lawyer was at the institution specifically to visit him and provide legal assistance.
Protest participant Sergey Kancheli says that on 27 September he became a victim of physical violence, verbal abuse, and threats by police. According to him, police officers stopped him near the Kukia Cemetery, then took him onto the cemetery grounds, where they physically assaulted him and threatened him with a firearm and a knife. The activist says he was also forced to perform an act of a sexual nature.
Sergey Kancheli links the violence by police to his civic position. Due to the incident, the activist was forced to leave the country.
On 8 October, it became known that the Prosecutor’s Office of Georgia had launched an investigation into alleged violence against Sergey Kancheli.
The Jokolo Educational Center in Pankisi Gorge, eastern Georgia, has closed. On 5 October, the organization’s representatives began removing inventory from the building.
The center had been operating since 2014 under the Kakheti Regional Development Foundation. The building where the center operated belongs to Akhmeta Municipality and had been leased by the organization. According to Iza Bekauri, head of the Kakheti Regional Development Foundation, they decided to close the center after Akhmeta Municipality refused to extend the lease of the building. Bekauri also said that the center had suspended its work since February 2026 due to the “adopted laws.”
The Jokolo Educational Center was the only opportunity for non-formal education in Pankisi Gorge. The center offered preparatory classes in various subjects for school students, as well as different courses for women from Pankisi. According to the Kakheti Regional Development Foundation, around 150 people from Pankisi received non-formal education at the center every year.
On 6 October, the management of the Georgian Public Broadcaster removed independent opposition politician and civic activist Theona Chalidze from a pre-arranged programme on Georgian Radio, and the programme was ultimately not aired at all.
Before she was refused participation in the pre-planned and agreed programme, Theona Chalidze had been attending a rally in support of prisoner Giorgi Davitadze outside the Public Broadcaster’s building. She also displayed protest banners in the broadcaster’s yard reading: “No to torture!” and “Give airtime to prisoners’ parents.”
The activist says that she was supposed to speak on the Public Broadcaster’s radio programme about problems in the penitentiary system. According to her, both the topic and her participation had been agreed with the programme host the previous day.
Chalidze recalls that when she arrived for the programme, she met the Chair of the Public Broadcaster’s Board of Trustees, Vasil Maghlaperidze, in the building’s lobby. According to her, Maghlaperidze said he had no intention of communicating with the organizers of the rallies or fulfilling demands raised through protests. “When we finished the conversation, he took a few steps and told the programme producer: ‘She is organizing a protest against you and you are inviting her on air?’” Chalidze recalls.
After this, she was told that she was blocked from appearing as a guest on the Public Broadcaster’s radio programme and was turned away.
